Well. I'm sorry Tiger but he is! Actually his design is based on Peter Sohn who is a Pixar storyboard artist and animator, and that guy is clearly asian. The young boy who gives his voice to Russell is asian too, he is a young japanese-american.

I don't remember if it has been already mentioned but look at that one:

Xander Berkeley alias George Mason, in 24. Specially in season 2 when that guy is beared. Pottsy?
