Title: Picking up the disc after a turn over

Sometimes after a turn over, a handler can take a very long time before picking up the disc. This often gives him the ability to set up the offense, making it harder for the defense. Somehow I am convinced that the handler has to walk straight to the disc and pick it up immediately after getting there, so that the defense can start the stall count right away. Very often though it occurs that a handler stands over the disc and sets up something, and the marker just has to wait until the handler decides to pick up the disc.

I am unsure about the rules on this point though? Anyone who knows?

My understanding is they have a 10 count to get to the disc.

If they get to the disc but don't pick it up, you can count a 2 second delay before starting the stall count.  Delay 2, Delay 1, Stalling, Stall 1, Stall 2....

They can not stand over the disc indefinitely.

I know a lot of players will walk slowly to the disc in order to give their team time to set up but the handler isn't allowed to stand over the disc waiting for a stack to form.
