So we were thinking of using a high release huck to mess-up the cup one of the opposing teams we play against in the league. If the cup is against our big guys then the people they usually use in the cup usually only come up till shoulders.

Also the wind where we play for the league gets pretty strong, but there are no places near where we practice where strong wind is a norm, so we're having trouble practicing for the wind. Most of our practice for the strong wind just involves making sure to throw flat throws.

The trouble with throwing high against a zone is that this is one of the outcomes a zone wants. Zone is an attempt by the defense to make you either swing the disc back an forth, or put up something high that the wind can screw with, or that their big tall deep defender can eat. Against zones you are generally going to be better off using your handlers to crash or "chisel" into the cup, catch a short flip, and then continue up to a cutter before the cup can re-position itself to cut off the throwing lanes. It is generally only wise to huck against zone after you've gotten behind the cup and are able to split the deep defender.

I don't think there's any big secret to it. Practice throwing hucks from shoulder level. If you don't like how it's curving, tweak the release angle until you like it. It's very difficult to throw a high I-O, so really the best you can hope for is somewhat shorter huck that comes out slightly outside-in or a gentle blade. Make sure to give yourself a specific target.
